yes. there is going to be a decrease in braking power. They will also make the brake modulate inconsistently. I have been switching back and forth from hope, tryall, and rockman rotors, and the difference is noticeable.
You always have to sacrifice one thing for another. I suppose this is the case with wanting a lighter rotor.

the polyurethane used for hs-33 trials pads are much softer than disc brake pads. This allows the pad to dig into the rough surface, creating more friction. The piston also acts as a fulcrum for the pad. This means that when the pad is in contact with the rim, and there is force applied on the wheel, the pad will rotate slightly on the piston, giving you a tiny bit more torque.
I'm not really sure why disc brakes dont work with really cut out rotors. they just don't. maybe arrowsun can pitch in some physics lessons

i dont think i've ever felt a properly setup hope brake that is softer than hs-33. i am guessing the pads were not bedded in properly, and the brake mounts were not faced?
